Local communities are the key link in achieving local development, but this depends to a large extent on their availability on financial resources, as financial resources are the key driver of local development.

The local communities in Algeria are heavily dependant on State-subsidized budgetary funding because of insufficient domestic financial resources, which are not enough to cover their regular expenses.

This calls for the search for mechanisms that enable local communities to promote local development so that such development can be effectively achieved only with greater freedom and independence in the management of their own financial resources, especially tax collection.

In addition, local property is valuable to provide revenues that meet local development requirements.
