Abstract EN

It is well known that the term "responsibility" means to bear the consequences of one's actions or to place liability on the author.

And dependency means the weakening of a weak party to another strong party, the continuation of the Muqaddah and the submissive followed and subordination dependency.

The basis of moral responsibility is moral law and the basis of social responsibility is positive law.

While the basis of dependency is a particular social situation with two opposing parties, one of which is a strong economic, military or technological community or a weak one.

Given the clear difference between responsibility and subordination in the concept, basically and in terms; logically log cases of inconsistency (or intransigence in the language of the regions) that we explain in this paper using an analytical descriptive approach.

- The main findings of this research are: Abandon ment of responsibility signed in subordination.

- Freedom from dependency entails responsibility.

- The weak country and the aspiration to prosperity must assume its responsibility, even if it is relatively free of subordination.
