The issue of the protection of people with special needs is one of the most important issues at the international and national levels in view of the challenges faced by this segment of society.

the international efforts have culminated in the issuance of an agreement on the protection and promotion of the rights of persons with special needs for the year 2006 the committee called upon all states parties to involve al actors in the process of promoting the rights of this segment, in particular civil society actors as a true partner of states in the development and implementation of national strategies in this field.

The collective movement is one of the most important activities of civil society in view of the important roles played by both at the international level or the national and is what we will try to discuss in this study.
