The spread of information and communication technology has led to radical changes in all areas, as this spread has had a significant impact on the life level of individuals because of the facilities, profitability and rationalization of expenditures provided by modern technology.

This has led to the need for different sectors to adapt to this new reality.

In this context, the public service is the sector most in need of these modern technologies, given the size of the broad categories covered by the public service system, especially since the impact of these technologies affects all aspects of management, including logistical and behavioural aspects, and the various systems and axes associated with them, making adaptation to these developments inevitable, especially since it contributes to reaching acceptable levels of well-being for individuals.
