Civil liability in obligations aims at redressing the harm that befalls the injured through compensation, and the civil liability in commitment to safety has several foundations, the first of which is contractual liability, which is the penalty for the debtor's breach of a contractual obligation, or negligent liability, which is the penalty for a person's breach of a legal obligation imposed on him, and finally the newly created liability, Which is the objective responsibility as a basis for the new obligations imposed on the debtor, and it is the subject of our study through the following problem: What is the legal system on which the new responsibility is based and what are its characteristics and conditions for its establishment? To answer this problem, we follow the analytical and descriptive approach according to two topics: The first topic: Devoting a new liability system.

The second topic: the characteristics of the responsibility created for the interventionist.
