تهدف هذه الورقة البحثية إلى دراسة وضعية مؤشر جودة التشريعات باعتباره أحد المؤشرات الهامة المحددة لمنظومة الحكم الراشد في الواقع الجزائري و محاولة ربط تغيراته بالنمو الإقتصادي وقد توصلت الدراسة الميدانية إلى حقيقة التأثير السلبي للتوسع في حجم القطاع العام على آداء ذلك المؤشر و منه ممارسة أثر الإزاحة للقطاع الخاص من العملية التنموية و هو ما كان له تأثير عكسي على سيرورة النمو.
كما أشارت الدراسة في جانبها القياسي إلى أن دعم التنمية في القطاع الخاص سيترتب عليه تحسن في مؤشر جودة التشريعات (تفوق عتبة -1.

this paper aims to study the Regulatory Quality index status as one of the important indicators that determine the good governance system in the Algerian reality, and trying to link its changes to economic growth.
The empirical study has concluded to the fact of negative impact of the expansion of the public sector on the performance of that indicator, including, thus, applying the effect of displacement on the private sector from the development process, which had an adverse effect on the growth process.
The study also indicated in its econometric aspect – using the ARDL methodology-that supporting development in the private sector will result in an improvement in the Regulatory Quality index (exceeds the threshold -1.
04) it leads to an immediate response (within 5 months) accompanied by economic growth above the 2.
