International crimes and violations of human rights committed during armed conflicts, both international and non-international, have imposed upon the international community the adoption of numerous legal norms for the protection of victims of such conflicts, the rules of international humanitarian law, which are designed to protect civilians and civilian objects affected by hostilities.

In order to achieve that, international humanitarian law has created and established protected areas in the four Geneva Conventions and the Additional Protocols.

and provide protection to them by requiring the parties of armed conflicts to not be exposed or attacked and by applying the principles of international humanitarian law on them.

In order for international humanitarian law to defend protected areas to be effective, it was necessary to ensure that all those who violated and violated those areas were prosecuted, punished and held criminally responsible, as guaranteed by the international criminal justice mechanisms.
