We cannot imagine the existence of a civilized people without the existence of a general basic law that governs and runs it with discipline, as the constitutional law seeks to achieve the desired goal: protecting the rights of every citizen, and the stability of the system This can only be achieved through the existence of general constitutional legal advice that private laws refer to, because public law is the mandatory set of rules that govern the relations between the system of government and the requirements of societies.
