Abstract EN

The intense administrative centralization in Algeria has led to a several imbalances in the municipal councils management, so it was necessary to think about finding a new formulas to activate the local good governance, by involving people in managing their affairs, according to the participatory democratic approach.

The 2016 constitutional amendment was a sign of the actual implementation of this approach according to a set of mechanisms such as the public advicing, the right to administrative information and public inquiries through the 12/07 state law and 11/10 municipal law.

However, the government shows a real intention to achieve a sustainable development via urbanization and Environmental Protection Laws.

The study found that the important processes taken by the government to activate the participatory democracy principles are not enough, the deficiency of practical legal tools make it not easy to achieve a real citizenship participation, in other hand the lack of laws which controls the extent of commitment of municipal councils to those principles, and this is what can explain the non-participation of citizens.

The blurring of participatory democracy concepts, and the ence of a legal culture that drives to increase interesting about the local public affairs makes it very hard to touch this vision on municipal councils performance.
