Summary: The local reforms in Algeria would open up great prospects for development and community benefit, but they were hit by corruption and lack of strategic planning.

The reforms coincided with the allocation of more than $ 1, 000 billion in economic recovery programs since 2001, The reforms have been accompanied by a number of public spending policies, major policies for local development, government subsidies for large-scale commodities, and provision of free housing for the local population for the categories Low-income society.

The major projects were focused on providing universities, training centers and basic facilities in different fields, but they did not achieve their desired goals.

This is because projects related to these policies have not been planned on solid foundations for development.

Local, and did not coincide, implementation and distribution as well as the achievement of the necessary social justice, The citizens' demands were not taken into account, nor were they involved in the development projects, and the fate of their state was seriously determined.

Their investments were not properly invested in the development process, so as to coincide with other political, cultural, social and other reasons.

Reforms in the creation of a leap of development that believes in the achievement of human security in various dimensions, and the fragility of human security, among the causes of the spread of many negative phenomena such as illegal migration through boats to the death of hundreds of dead annually in the Mediterranean, the spread of crime and dangerous pests.
