Under the guided economic system, the Algerian state relied on a fixed exchange policy, until the end of the eighties and the beginning of the nineties due to the world oil crisis of 1986 and the negative repercussions that resulted from it in all areas, which necessitated the need to seek assistance in the triangle of the world economy, on top of which is the International Monetary Fund, which had obligated the Algerian State to follow the policy of structural adjustment through its administration of currency and exchange affairs in Algeria and all issues related to the central bank and the exchange system, and thus the need to adopt a new system, which is the liberalization of the exchange policy in Algeria.
