يعتبر الآمر بالصرف موظفا يتصرف باسم و لفائدة الدولة يعين مسؤولا عن تسيير مرفق عام حيث يضطلع بمهام مالية مكملة لنشاطه الإداري لأنه المسؤول المكلف بتنفيذ ميزانية المرفق العام الذي يقوم بتسييره.
Abstract EN
The commander of the disbursement is considered an employee who acts in the name and for the benefit of the state.
He is appointed responsible for managing a public facility, as he carries out financial tasks that complement his administrative activity, because he is the official in charge of implementing the budget of the public facility that runs it.
