The international loan, and the frequent use by states, has become at the center of the interest of borrowing countries and lending parties alike, with the main focus on the feasibility and objectives of the loan and the need for it.

The competent authority in the borrowing country to conclude the loan treaty, determining the authority and jurisdiction of it, its terms and conditions and controls in the light of its constitution and legislation competency in federal countries are characterized by the presence of several levels of government and the differences in their political units and entities.

Followed by planning of what comes after the completion of the loan process is related to loan servicing and management and the distribution of its revenues according to the relevant criteria and measurements.
