Since the early 1990s, some democratic countries with large military forces have resorted to wars and military interventions abroad to implement their foreign policy.

Given the strategic importance of these military interventions, their seriousness and their material and human costs, the parliaments of these countries have been forced to play a key role in imposing their control over the executive branch in this area and in participating in the decision-making process in matters of foreign policy and national defense, using all the constitutional and legal tools at their disposal.

Congress and the French Parliament are considered to be the most important parliamentary models in the world that have imposed effective control over the executive branch in this area and influenced foreign policy decision-making, given the constitutional powers they enjoy and the practice that has enshrined them over the years.
