On this basis, the administrative judge finds his method in the event that the legal text may be associated with ambiguity in resorting to the method of judicial interpretation by defining the meanings of legal texts and clarifying their intended, or resorting to judicial diligence in an innovative way to fill the shortfall in the rules of the administrative law, thus contributing to the development of the legal rule it accompanies continuous renewal and development as a property of administrative law.
