The legislator recognized the right of access to information in national law as the central pillar of the participation of citizens in the conduct of their local affairs and the establishment of participatory democracy, especially at the level of the municipal people's councils, as the basis of decentralization and the legal space most appropriate for the exercise of citizenship.

The purpose of this research paper is to clarify the content of the right to access information and its tools in national law, how to activate it by citizens in the local management approach, and the limits that impede its effective implementation in order to achieve effective participation in the management and management of public affairs.
