From this point we notice the importance of this phenomena and the range of the level of trust and making suitable decision for referees in football.

the problem of the research is the study of the level and making suitable decision for referees in football.

the aim of the study is building and applying range for the level of trust and making decision and put measurement units to measure the level of trust and making decision for referees in football.

the third chapter includes methodological of research practical field; the researcher used descriptive method and surveying style because it is more suitable for the aim of research and the problem of the research.

sample of research and society : includes the excellent first and second class referees in medical and southern places for (2018) season which their number is (490) referees and these referees selected intentionally way that compose (236)referees and triangle percent 48,16 % for the whole research distributed for three groups like : recommendation : the researcher recommends using the designed scale by unions Iraqi referees staff in Iraqi cities , so it is a device to measure the level of control and making suitable decision for referees in football.

referees must study and see the type of competition and studying the competed teams and the importance of the game before managing any game.
