Abstract EN

There are increasing interests in providing information to all decision-makers in a timely manner to make rational decisions, in order to keep pace with the rapid developments that have made structural changes for sports institutions.

hence, the importance of the research lies in finding a system of administrative communications to keep pace with the rapid development.

the research problem was that the administrative decisions were affected by many factors that may hinder the process of making and taking decisions to determine or delay the issuing of the problems correctly.

therefore, the researchers decided to identify the written means of communication and their relationship with identifying administrative problems to achieve their research objectives which are: 1-building and applying a scale for written means of communication to determine the administrative problems of committees of handball sports clubs.

2-knowing the relationship between written means of communication and defining the administrative problems of committees of handball sports clubs.

the researchers used the descriptive method according to the survey method and the correlational relationships.

the sample included the members the administrative committees of sports clubs registered in the Iraqi central handball federation for the sports season (2018, 2019) ; their number is (32) teams and (270) administrative, as they represent (12) teams from the premier league and (20) teams from the first degree, who were deliberately chosen and divided into (10) for the exploratory experiment, (100) for construction and codification, and (60) for the application.

the researchers presented their results through statistical means which are the percentage, arithmetic mean, standard deviation, vakronbach, and chi square in the form of tables.

then, they analyzed the tables and discussed the results, reinforcing this with scientific sources, and through this a number of conclusions were reached, the most important of which are : 1-there is a high degree of correlation between written means of communication and identification of administrative problems, which confirms that administrative means of communication have a significant impact on the effectiveness of administrative decisions.

2-the developed written administrative communication methods work to develop the administrative skills and reach good results to solve problems.

in light of the findings, the researchers recommend the following : 1-adopting the standards of written means of communication to determine the administrative problems of committees in sports clubs in measuring the two phenomena as a systematic approach.

2-the necessity of developing the modern administrative communication system among members of the administrative committees of sports clubs within a broad framework in solving all administrative problems.
