If decentralization requires the independence of the local authorities by virtue of their jurisdiction, it should be noted that these local bodies remain linked to the central authority that controls them within certain limits.

In Iraq, the issue of the administration and distribution of wealth is one of the most controversial issues in the issue of federalism, which is based on the distribution of competencies between the central government and the governments of the regions, and how this distribution takes many forms.
