The importance of casuistry function and its role in modified the Administrative activities and assist it in confronting difficulties through the opinions and advises of States Advisory council which require regulations related with performing this function organized how to perform it, the bodies which have reviewing on thecasuistries and the limitations on this right this will be explained in two thesis the first deals with the mechanism of performing thecasuistry function while the second concern with the limitation on this function
