Therefore, the legislature has intervened to regulate the urban movement in order to rationalize and regulate urban expansion by setting legal and regulatory texts to control the path of accelerated urban growth, and granting the administration the authority to intervene to impose respect for the rules of the Urban Law.

The field is the issuance of the two most important laws defining the tools of urban development, namely Law 87-03 related to urban development and the law 29-90 Concerning the preparation and reconstruction, however, the field of reconstruction is still suffering from violations and violations of multiple faces and images and did not reach the desired goal of enacting the texts of its legislative organization, which made the objectives sought through these legal texts were not achieved, which proved the deficiency in coordination between urban legal systems and their embodiment.

For the goals of both environmental protection as well as respect for the principles of sustainable development, as the issue of environmental protection within the framework of sustainable development is one of the most prominent problems of the era that needs special and continuous attention at the international or local level.
