Abstract EN

This research deals with the conditions of the State of Aleppo between the years 1789 - 1976 AD, and the impact of the Ottoman organizations on it.

Aleppo was considered one of the important states because it is near Anatolia, and because of its important commercial center in the eastern Mediterranean.

The Ottoman control over it continued without interruption since the establishment of the state at the hands of Sultan Selim in 1516 AD.

It did not witness instances of rebellion as those in Egypt and Iraq, but rather Ottoman laws made their way with ease.

Its internal conditions were distinguidhed by the conflict between the Janissaries and al-Ashraf, which erupted in the year 1789 AD in the incident of the Al-Atrush Mosque, and the revolution that broke out in 1819 against thegovernor Khurshid Pasha and his mismanagement and corruption.

Aleppo was one of the first states in which the new Ottoman laws were implemented, which began during the reign of Sultan Abdul Majid in 1839 AD, known as the Modernization Period that moved the Ottoman state to a new stage of administrative and judicial modernization.

The state’s boundaries were re-assigned again, administrative departments were created in the center of the state and the districts affiliated with it, local councils were also established to represent the people in state departments, and the judiciary was also organized on new foundations.

So the civil, commercial and consular judiciary was created alongside the Sharia judiciary.

Many laws were enacted to regulate the modernization process in the country, and contributed to pushing the wheel of modernization despite the difficulties it faced.
