During the Ottoman era, the city of Karbala witnessed spread of diseases and epidemics which killed many of its inhabitants, forcing the Ottoman authority to pay attention to the health services of the city through the establishment of health institutions for providing health services to citizens.

The most prominent institutions were the quarantine departments and the establishment of the first hospital in the city of Karbala.
