Since the martyrdom of Imam Hussein on the tenth of the Islamic month of Muharram 61 Hijri, the Shiite Muslims are committed to the revival of the religious rituals known as "Al-Sha'air al-Husseiniya", as the Islamic month of Muharram has become a time of sadness, while the story of the martyrdom of Hussein "pbuh" became a symbol of revolution against injustice and a major support for the oppressed.

Over the years, this anniversary has become a threat and a major challenge to the ruling regimes in Iraq, who worked to prevent it for fear of crowds heading the holy city of Karbala, which could arise against these governments because of its policies towards the people.

This fear has become true in the uprising known as "Suffar 1977".

Since its coming to power in 1968, the Baath regime has tried to abolish these religious decrees held by Shiite Muslims for many centuries, and to change them into days of joy, which considered by Shia Muslims as a provocation to their feelings and intolerance of their emotional feelings with the tragedy of Hussein.
