All Iraqi cities are generally complain for a long time from various problem, classified between their inability to contain the growing population in one hand, their inability to provide a lot of population needs ( Economics, Sociological, Psychological ) in other hand.

However, the events that past in Iraq after 2003 yield a dangerous problem which is the security problem that had been decompensate by the Iraqi cites to secure the people, especially in the modern portion which characterized by a broad street and high ways.

Furthermore, the researcher had normally concerned this subject, especially that his interest is in the urban and regional planning, in an attempt to find a new nucleus for an Iraqi city that is modern and secure through suggestion a new design for residential locality that summate between the social standards traditions locality and the special dimensions of the modern technical evolutions.

Therefore, the researcher divided the research into 4 sections ( 1st & 2nd & 3rd ) sections was theoretical introduction that researcher had depend on to build his designated suggestion that had been encountered in details in 4th section.
