Abstract EN

After the end of the black decade and the significant restoration of security and political stability in Algeria, the State's priorities focused on development issues and the challenges facing the national economy, creating a set of programmes and policies aimed at achieving economic and social development, increasing the productive capacities of the various institutions and supporting the private sector, thereby contributing to capital mobilization and productive competitiveness.

In the period between 2000 and 1999, however, Algeria experienced major challenges that hampered the process of real development, notably the volatility of oil prices on the world market, its repercussions on its incomes, the spread of corruption, which was directly linked to the President's illness and a large vacuum in the Presidency's institution.

This directly reflects internal political stability, in an environment of tense regional conditions, characterized by serious security crises in Libya and Mali, and the stalemate in the Saharan cause.
