Despite the accomplishments and contributions made by digital education and information and communication technologies in Algeria, it still suffers from the observed deficiencies and apathy, which is almost the same across many Arab arenas, especially in the field of scientific research, especially in the field of the digital environment, If the effectiveness of management in digital education is the extent to which the institution achieves its goals, the outcome has to do with the use of the various available resources (human, environmental, cultural), so the effectiveness of management in digital education and its outcome must be available together in modern institutions, especially in institutions of higher education and scientific research until They have the ability to achieve their goals at the lowest possible cost and at the right time.

This descriptive analytical study came to focus on the current pedagogical management culture and the language of information and communication technology in higher education based on what is on the one hand, and between what must be scientific and logical.
