The attempt to theoretically separate the functions of civil society from state political act that imposes itself at the level of political analysis, and through different explanations related to political life, dealing with conflicts between the work of civil society institution and state decisions.

This conflict cannot be systematically explained because, internationally, the different civil society institutions show solidarity as a response to the states 'values.

The assembly of states through international institutions, and the internationally increasing coordination among civil society activities, support the tacit recognition of this historical path.

As far as the function harmony between state and society is concerned, an academic enquiry questions the scientific legitimacy of the dominance of international democratization in explaining the sociology of civil society functions with the increase of state act “Statism” in many political systems.
