The topic of electronic management is among the most important topics that have become the focus of academic studies due to the novelty of the topic and its practical necessity in various areas of life, especially in light of the technological and digital revolution in this twenty-first century, and based on a conceptual problem through which we try to theoretically establish the concept of e-government and electronic management in a way that leads to clarify the confusion between the two concepts and allow us to identify obstacles and challenges to the transition towards electronic management.

Among the most important findings we have reached is the necessity to set the boundary between the two concepts of narrowfield electronic management and wide-ranging electronic government, which leads to evidencing scientific and practical difficulties and demonstrating the obstacles and challenges facing the trend towards digitalization.
