Abstract EN

This article examines and analyzes the role of Ottoman propaganda in encouraging Algerians to migrate to Ottoman lands in the Levant.

Since the arrival of the Ottoman Sultan Abdul Hamid II to the throne in 1876 AD, he intended to promulgate new administrative and political laws and decrees as a step towards the Ottomanization of Algerians by granting them Ottoman citizenship based on the Constitution of Ottoman nationality published in 1869 AD.

This led to a strong wave of Algerian immigration to the Levant in search of the right to social and legal existence that France stole from them, so that this case entered a phase of judicial conflict in which the Ottoman dispute - French on the question of the naturalization of Algerians intensified, in particular after the division of the family of Emir Abd-el-Kader between French and Ottoman nationality., the Ottoman state insisted on the fact that the Algerians of the Levant are its subjects and cannot be considered under French protection, for the simple reason that they are not subject to French authority over them.

As for France, it rejects any form of Ottoman interference in the affairs of its community, Where she considered that every Algerian who quit Algeria, is actually, french, as Algeria is considered as one of France's properties.

The two sides didn't came to an agreement or a legal rule that could satisfy both sides, in spite of a multitude of attempts, and the separation of this dispute requires negotiations between the two parties which ended with a law specific to Algerians in22 January 1911.
