Abstract EN

This study aims to research the topic of smart cities, which has become the new trend for many countries, relying on the use of ICT to improve the quality of life of individuals while achieving development, relying on the three basic dimensions, after technical, social and environmental dimension.

We have adopted the descriptive and analytical approach to study Dubai as a model for the smart city, as it was found that it ranks first in the region in the Middle East during the period 2012-2018 and second in the years 2019-2020.

As for the world, the best rank it occupied was the 30th - out of 180 countries - in 2012, 2013 and 2015 due to the improvement of most of the study indicators in these years and thus it is considered a model to be followed.

However, this did not prevent the existence of some difficulties that this smart city has known, which must be overcome in order for Dubai to rise to the first ranks in the world and not only regionally.
