The period gradual transition from the personnel real estate publicity system to the ocular estate system has witnessed several obstacles due mainly to the disputes arising from the initiation of the land surveying works.

The matter is related to the temporary registration of estates in the unclaimed real estate accounts, as a result of the owner’s absence during the survey and / or the survey teams ’failure to notify them of passage… in preparation for re registering them in the state’s account.

With the objective of speeding up the comprehensive survey operation of the republic’s lands that was actually launched in 1993, the General Directorate of National Property in 1998, issued many regulatory texts to deal with this type of dispute in legal under vacuum lasted more than 39 years that culminated in the issuance of the Law 10/14 containing the financial law for the year 2015 and Law 11/17 containing financial law for the year 2018.
