This paper aims to investigate the drivers of immigration from inside the host country and provide a realistic understanding of its management process, omitting the security vision that dominated the most studies and discussions in the Mediterranean region, of which it portrayed the immigrant as a threat.

Starting with studying the methods of attracting migrants from the southern Mediterranean towards the EU's labor market, within a wide scope that examines the complex dynamics behind the EU's efforts to expand and stimulate Immigration policies beyond its borders, and understanding its motives, determinants and implementation mechanisms, depending on the supply and demand equation directed by seeking to increase competitiveness in the current global economy, which is based on the bet of attracting skilled human capital the main core to raise production efficiency and achieve sustainable inclusive growth.
