The Iraqi regime's violation of human rights is not only the result of the Desert Storm (the second Gulf War), but it actually dates back to the eighties of the last century.

Indeed, it was not limited to the Kurdistan region of Iraq only, but even in the southern regions where the Shiites are concentrated.

However, the focus has always been on the Kurdish minority that suffered from a continuous violation of its rights even before what is known as the events of Halabja in 1988.

The persecution applied by the Iraqi government against the Kurdishؤcivilians in the north (the Kurdistan region) and the Shiites in the south, and which resulted in a large movement of refugees to neighboring countries, led to the intervention of the UN Security Council through issuing the Resolution N : 688 on April 5, 1991 to stop those violations, in a precedent situation in protecting the rights of minorities.
