The phenomenon of the crimes is not a resent phenomenon where it is found since the existence of man on earth، and Cain killed his brother Abel، but evidence of this، and since then and to this day witnessing human too many types of crimesand the most serious global security and peace are crimes against humany.

And human society today many serious violations of human rights which constitute crimes against humanity، those rights established by various legislation either nationally or globally and have found a lot of legal texts and jurisprudence to indicate what crimes against humanity، but the texts and opinions were not to the level that reflects the true picture of what these crimes، and this is in what these crimes need، Which prompted me to select the subject of this study.
