There is no clear definition of what is called hate speech in international law, which makes it one of the most controversial topics.

Although there are certain definitions, they are often characterized by ambiguity and lack of clarity, and this was clearly reflected in the difficulty of distinguishing between speech that falls within the scope of freedom of expression and hate speech.

This difference in the understanding of the meaning of this discourse was reflected in national legislation, the texts of which were ambiguous and too broad, which in most cases leads to the application of this concept in a way that leads to the 'imposition of numerous restrictions on freedom of expression, as well as the confusion caused by the ence of this definition between a number of concepts, especially with the in reality evidence on consecrated of the stereotypical image of a particular society by practicing violence and racial discrimination against members of society.

This leads to the need to think clearly about the formulation of laws that criminalize hate speech, whether by including certain provisions in international charters regulating the issue, or by enacting entire laws that include such content, such as the situation in the national level.
