Language occupies an important place in the cognitive system of societies.

It is not only a means of communication, but it is one of the most important cognitive approaches that measure the civilization and culture of societies.

This makes linguistic planning a delicate process that societies are interested in achieving their development goals, away from ideological discourse.

However, this process was characterized by a noticeable fluctuation in Algerian society, especially at the level of application.

Among the supporters of Arabization and its opponents resulted in an unclear situation, the debate shifted from activating the role of language in the development process to entering ideological speeches about historical, national and religious values.
