This paper provides a consistent analysis of the failure or success of industrial policy in developing countries due to the choice of “wrong” industries given their factor endowments: "comparative advantage defying"policies supporting new industries that are inconsistent with the comparative advantage of the economy or attempting to protect old industries that have lost comparative advantage generally fail, while"comparative advantage fellowing"policies facilitating the development of new industries that are consistent with the comparative advantage of the economy and engage in activities that will dynamically transform their economic structure often succeed
