This study seeks to shed light on the efforts made by the Algerian state in order to achieve an economic renaissance and a social leap based on the promotion of human development and the reduction of poverty rates in order to join the ranks of the developed countries, in light of the deterioration of the living conditions of the Algerian society and the deterioration of its health condition with weak educational capabilities, which hinders the efforts of advancement Human development and places it between the hammer of poverty and the anvil of development programs; Which requires diligent study and proper evaluation of this phenomenon for the success of efforts to combat it, in appreciation of the efforts of development and advancement of the human element.
