Modern criminal policies in the field of protecting delinquent juveniles are based on the principle of prioritizing reform and re-education over deterrence and punishment, which is a necessity required by the best interest of children who should be saved from falling into delinquency, and protecting them socially from every moral danger that threatens their physical and mental development and psychological balance.

It is a policy that requires coherence among the roles of the legal system, social welfare institutions, the family and civil society, in addition to the juvenile justice.

This is what the Algerian legislator stipulated by Law No.

15/12 on the protection of children, which constituted a gain in the field of child legal protection, although many experts and scholars consider it merely a juvenile criminal procedure law.

This is what we will work on in this study, by addressing the phenomenon of juvenile delinquency through defining and analyzing it, and by assessing the efficiency of social protection mechanisms, and the feasibility of reformed justice measures adopted in this regard; as we believe that delinquency is a risk that inevitably leads to danger, necessitating adopting a preventive policy in the protection of juveniles and leading them away from the crime paths and risks that result from them.
