لقد أدت الثورة المعرفية الكبيرة التي نشهدها اليوم بسبب الزيادة الكبيرة في كمية ما ينشر من مصادر المعلومات الصريحة لدرجة أن آخر الإحصاءات تشير إلى أن المعلومات سوف تتضاعف كل 73 يوما بحلول عام 2020 و ما أعقب ذلك من تداعيات مثل زيادة الحاجة لتفعيل دور رأس المال المعرفي في التنمية الاقتصادية و الاجتماعية و التطور السريع لتقنيات المعلومات و استخدام الانترنت و انتشار العولمة و ما تبعها من زيادة في التبادل الفكري و البشري و تطوير أساليب الاتصال المعلوماتي فضلا عن اتجاه الاقتصاد إلى اعتماد المعلومات كمورد أساس لا يقل أهمية عن المورد المادي أو ما يسمى باقتصاد المعرفة أدى كل هذا إلى ظهور ما يسمى بمجتمع المعلومات الذي يعتمد في مجمل نشاطاته على اكتساب المعلومات و المعرفة و استخدامها
Abstract EN
The great cognitive revolution we are witnessing today, due to the large increase in the amount of published sources of explicit information, to the extent that the latest statistics indicate that the information will double every 73 days by 2020, and the ensuing repercussions, such as increasing the need to activate the role of Ras Knowledge in economicand social development, the rapid development of information technologies and the use of the Internet, the spread of globalization, and the subsequent increase in intellectual and human exchange, the development of information communication methods, as well as the tendency of the economy to adopt information as a basic resource, no less important than the material resource, or what The so-called knowledge economy, all this has led to the emergence of the so-called information society, which depends in its entirety on the acquisition and use of information and knowledge.

La grande révolution de la connaissance à laquelle nous assistons aujourd'hui a entraîné une forte augmentation de la quantité d'informations publiées, si explicitement que les dernières statistiques indiquent que les informations vont se multiplier tous les 73 jours d'ici 2020, avec les conséquences qui en découlent, telles que la nécessité d'activer le rôle de la tête Le développement rapide des technologies de l'information et de l'utilisation d'Internet, la généralisation croissante des échanges intellectuels et humains, le développement des méthodes de communication de l'information, ainsi que la tendance de l'économie à adopter l'information comme ressource de base, non moins importante que la ressource matérielle, Appelée économie de la connaissance, tout cela a conduit à l’émergence de la société dite de l’information, qui dépend dans l’ensemble des activités de l’acquisition et de l’utilisation de l’information et du savoir.
