The study examines the legal system of the appeals committees that are established with the minister, the governor, or the official of the institution or the concerned department, both from the membership and functional terms, in light of the provisions of Ordinance 06-03 and the provisions of Executive Decree 20-199.

Therefore, the study dealt with the composition and organization of appeal committees in the first point related to the organic side of the appeal committees, and the rules for the committees' functioning and powers in the second point related to the functional side of the committees.

The study concluded with a set of conclusions and recommendations, including awarding the chairmanship of the committees to the administrative head or his representative, and this affects the independence of the committees in the performance of their duties, especially the preference of the president's vote in the event of equal votes, and therefore these committees are considered a guarantee of lacking effectiveness, which must change its legal nature from an administrative committee To a specialized administrative judicial body.
