تهدف هذه الدراسة الى عرض واقع تمويل و إعداد الميزانيات للجماعات المحلية في الجزائر و متطلبات تنمية مناطق الظل و بالاخص دراسة حالة بلدية فقيرة وهي بلدية سيدي الربيع بولاية المدية للسنة المالية 2020 و كانت النتائج أن الموارد المالية للبلدية لا تلبي متطلبات و حاجيات مناطق الظل بها وعليه تمثل الاعانات مصدر التمويل الرئيسي لمشاريع مناطق الظل بها.

H61 The reality of financing and budgeting for local communitiesAlgeria's Shadow Areas Development RequirementsThe aim of this study is to present the reality of the financing and budgeting of local communities in Algeria and the requirements for the development of the shadow areas, and in particular to present the situation of a poor municipality from the country, the municipality of Sidi El-rabie, with the medea for fiscal year 2020.
The results were that the financial resources of the municipality do not meet the requirements and needs of their shadow areas.
And it's Subsidies are therefore the main source of funding for shadow projects.
