The report of the French "Antonin Goguyer", written on september 12, 1899 AD, is among the important archive documents preserved today in the diplomatic archive of the French Ministry of Foreign Affairs in Paris (La Courneuve), because it contains historical information concerning the Gulf region in general and Oman in particular.

This document is a proposed file for a project for a company that exploits the area extending along 300 kilometers, from Sib to Khour-Faccan, because of the natural, human and economic qualifications that allow the realization of several investment projects that achieve financial returns that yield profit to the company and the French government, Such as the completion of the railway, the port, and the regulation of commercial traffic.

The author of the document focuses on exploiting the internal and external conditions in light of Sultan Faisal bin Turki's alienation from Britain for the problems it caused in Oman, and the exploitation of the Sultan's closeness to France and his friendship with the Deputy Consul "Ottavi ", to gain France as a sphere of influence in Oman, in which Britain will compete.
