All countries of the world are subject to a margin of cultural and societal variation.

This disparity can be subject to ethnic and tribal components in the first place, for the tribe may transform into a parallel authority to the central government, especially if it possesses the ability to mobilize and direct the elements under it.

Actually, such a role grows as long as those in charge of power move towards politicizing the tribe and employing it, that is what makes it a space to maneuver and impose their interests, even at the expense of other groups.

The Sudanese case represents the ideal model for understanding the ongoing conflict between the state and the tribe and its impact on the values of citizenship and the crisis dynamic in the country.

Thus, the study will try to highlight the aspects that the central government must work on in order for individuals to engage in a political society above the existing entities in society, in a way that the characteristics of the center and its cultural identity are the dominant characteristics of the parties and their identities.
