Abstract EN

During the second half of the 18th century, In the Maghreb States; Morocco, Algeria and Tunisia, some reformation movements were borne, many rulers and leaders discovered that European States became more developed and so powerful, because of the longtime of straggle with them, these movements of reform attempted to provide a new plan for social development and political reform.

Unfortunately the new deal of progress took a bad end the death of those people (Rulers and Leaders).

Until the 19th century, when the European forces captured Algiers, Tunis and Fez, the societies in what the European called Barbary coasts still living in heroic glory made by their predecessors.

This article is a study on the experience of real projects aimed by some rulers and leaders to cach up the developed European nations.
