The issue of medical liability or medical error is one of the most important topics of modern law, not only because it is related to human health and safety, but also because it is related to an ever-developing science, which is medicine.

And since the practice of medicine is either in a free capacity, that is, in private clinics, or within the framework of public hospitals, this necessitated the submission of medical activity to two different regimes depending on the place of practice sometimes, and according to the character of the perpetrator at other times.
