في ظل الثورة المعلوماتية و التكنولوجية التي شهدها العالم و التطور المذهل في مجال تقنية المعلومات و الاتصالات في القرن الماضي و الذي أثر في كافة مناحي الحياة الإنسانية في المجتمعات المعاصرة.
و بدخول المجتمعات العالمية القرن الحادي و العشرين بهـذا القدر الكبير من التطور المعرفي و العلمي ازدادت التحديات التي تواجهها المؤسسات التعليمية و المعرفية مما فرض على تلك المؤسسات أن تتبنى الوسائل و الاستراتيجيات التـي تتوافق مـع روح العصر و مستجداته و أصبح تطوير العملية التعليمية من أهم التحديات الني تواجه المجتمعـات المعاصـرة و أكثرهـا إلحاحا بهدف إنشاء جيل متقدم علميا و تقنيا و يكون قادرا علي تنفيذ المشروعات القومية و تحقق التنمية في أقصر وقت و بأعلى كفاءة.
و بالتالي فان البحث يسلط الضوء نحو مستقبل التعليم الالكتروني في مصر ودوره فـي تنميـة التعليم الجامعي و امكانية التغلب على القصور في إمكانيات التعلـيم التقليدي و تحقيق مردودات إيجابية تنعكس أثرها على الدولة و المجتمع.
كما نستعرض بعض الخلفيات لعملية التعليم عن بعد فنقدم نبذة تاريخية تشمل مراحل تطوره و نمو فكرة الجامعة الإلكترونية نتبع ذلك عرض الصور المختلفة للجامعات الإلكترونية ونوعيات مؤسسات التعليم عن بعد و التقنيات المستخدمة و المستحدثة فيها.
كما يتناول البحث الجوانب المتعددة للجامعة الإلكترونية الدوافع التي تدعو إلى إقامتها و الحاجة القائمة لإنشائها في ضوء الخدمات التي يمكن أن تقدمها و التعرف علي ايجابياتها و سلبياتها.
و استكمالا لدراسة الجامعات الإلكترونية نعرض تجارب و نماذج من العالم العربي يعقبه عرض لتجارب من بعض دول العالم الأخرى مع التعرض للتجارب المحلية في هذا المجال والوقوف علي نقاط النجاح و الإخفاق التي مرت بها على أرض الواقع.

Abstract EN
As the world's twenty-first century entered into a great deal of cognitive and scientific development, the challenges faced by educational and educational institutions increased, forcing these institutions to adopt the means and strategies that are compatible with the spirit of the times and their developments.
The development of the educational process has become one of the most important challenges faced by contemporary societies With the aim of establishing a scientifically and technologically.
Thus, the research sheds light on the future of e-learning in Egypt and its role in the development of university education, and the possibility of overcoming the deficiencies in the possibilities of traditional education, and achieving positive returns that affect the state and society.
We also present some of the backgrounds of the distance education process.
We present a historical profile that includes the stages of its development and the growth of the idea of e-university, followed by the presentation of the different images of e-universities and the types of distance learning institutions and the techniques used and developed in them.
The research also tackles the various aspects of the e-University and the reasons for its establishment, the need to establish it in the light of the services it can provide, and identify the pros and cons.
In addition to the study of e-universities, we present experiences and models from the Arab world followed by a presentation of experiences from some of the other countries of the world, with exposure to local experiences in this field and to identify the points of success and failure that have passed on the ground.
