Abstract EN

Emergency medical cases present challenges, especially for security and law enforcement agencies.

This is the case whether the threat is manmade such as Anthrax or biological terrorist attacks or natural such as flu or coronavirus pandemics.

Strategies to face these situations are different according to the reasons, levels, and trends of the threat -and according to the potential danger to the strength of the police.

In cases where there are widespread epidemics, such as Coronavirus COVID-19, police personnel are compelled to balance their resources and efforts between these new responsibilities and the requirements of their daily services that relate to the security of both society and the individual.

The ability of the Interior Ministry and related agencies in public security depends on an effective response to any emergency situation related to health, and this mainly depends on the preparation and planning that these agencies have with their strategic partners to face this emergency.

This study clarifies the main issues that must be dealt with by police officials in emergency medical cases.

The study concentrates on personnel working in border security, in particular airport security personnel.

The study revealed that there are three threats facing police agencies in this matter: The first threat relates to guaranteeing the continuation of security operations that ensure the safety of air traffic, the second threat relates to maintaining the safety of personnel in airport security, and the third threat relates to the problem of socialgatherings that are dealt with by police agencies as the primary response, such as personnel in airports and at borders.

Issues of the general safety of personnel working in police agencies could be considered relatively new in this era of security work.

Therefore, this requires more coordination and cooperation between different security and police agencies from one angle and between other agencies concerned with law enforcement from another angle.

The study concludes with a number of proposed policies that work to face emergency medical situations and guarantee the security of airports and personnel working in the security sector.

The study highlighted the importance of implementing the “One- Stop-Security” strategy and adopting an effective system for examining and evaluating the risk of evidence-based travelers - Evidence-based Risk Assessment and Communication, and finally the use of Border Security Management (BMS) strategies effectively.
