أثير موضوع أماكن لجوء السفن المتعرضة للشدائد في البحر عقب وقوع مجموعة من الحوادث البحرية من أبرزها حادث السفينة "Prestige" سنة 2002.
يهدف المقال إلى إبراز جملة من الأسباب التي تستدعي توفير أماكن لجوء للسفن المتعرضة لوضعيات حرجة في البحر لاسيما أن هذا الموضوع يعد من أهم المسائل المطروحة حاليا على مستوى المنظمة البحرية الدولية ناهيك عن تبيان الصعوبات التي تحول دون التجسيد العملي لهذه الفكرة ذلك أن السماح من عدمه لسفينة بدخول ميناء في دولة ما لتلقي المساعدة مرتبط بقرار صادر عن السلطة المكلفة بهذه المهمة في تلك الدولة
Abstract EN
The issue of places of refuge for ships in distress has entered into spotlight due to a number of marine incidents, such as the Prestige (2002).
This article examines several of the marine casualties that have provided the impetus for places of refuge to become a major talking point at the International Maritime Organization (IMO), and illustrate how the decision as to whether or not to grant a place of refuge is often fraught with difficulty for the authority charged with reaching this decision.
